The meeting convened in Council Chambers at 8:30 A.M.
FEBRUARY 9 MINUTES - approved
RIVERSIDE PARK
Joyce Bond of CT Consultants presented a revised plan for the playground additions and skating rink replacement. The Natureworks 2009 request for resubmit must be received by March 1, 2009.
o Playground – Retain original brick path and benches, and keep bronze frog and stone turtle as presently located. Expand mulched area east of existing equipment for placement of moving tunnel. Create new mulched area just north and east of the turtle for three swings (two tots and one strap.) Provisions for addition of retaining wall and brick walk along riverside remain for some time in the future. (See Opinion of Probable Cost 02/12/09 for details of excavation, grading, and drainage.)
o Skating rink – Remove entirely and create open playing field. (See Opinion of Probable Cost 02/12/09 for details of grading and drainage) Jaycees would provide in-kind labor for removal of railroad ties and distribution of fill.
o The grant for resubmit must show:
Specific budgeting of funds, a letter from the Jaycees documenting pledges of in-kind services and donations, and a resolution of support from Council with a line item to appropriate $48,000 (100% of the project) Tim Lannon will provide a color copy of the plans at the February 23 Village Council meeting. Tony Zalba will contact the Jaycees about their specific commitments to be documented in a signed letter.
Public input – Beth Skeel and Anne deConingh presented lists containing signatures and addresses of parents of children attending pre-schools at the United Methodist, Valley Lutheran, and Federated churches supporting the new age-appropriate playground equipment. Additional lists will be given to Ben Himes later in the week.
o Natureworks will publish its grant requests sometime in mid-September. If the project is approved, work can commence after all paperwork has been received.
Maintenance
o Footers for the Jaycees’ Blossom Time sign at the entrance to the park still need to be installed. The sign needs to be located in order to obtain the correct measurements for the footers.
o Following Art by the Falls, the usual refurbishing of the park should occur.
o Sections of the brick walk are in need of immediate repair as soon as the weather breaks. This work should fall under the road and sidewalk maintenance program.
BEAUTIFICATION
Commission members agreed that Connie DeGood and Wendy Naylor’s plans for the 2009 season are acceptable and that they should be invited to the next meeting. They will be asked for their suggestions on how to make the 10’ concrete strip east of the Bell Street Park more attractive. Ben said he is looking into hiring some Kent State University students who have an interest in horticulture to do some of the support work Beautification has requested. John Brockway is aware of the sprinkler heads that need repair. The Service Dept. is looking into the possibility of irrigating the four flower boxes along the river in Riverside Park.
VIEWING AREA OF THE HIGH FALLS BEHIND THE POPCORN SHOP
Contract work to repair the collapsing masonry wall and deck underpinnings will commence within the next month or two. The long viewing deck will be restricted until repairs are complete.
The Jaycees need to clean up the Christmas ribbon and twist tie debris under the Stairway to the Falls.
2008 ACCOMPLISHMENTS AND 2009 GOALS AND OBJECTIVES
The previously distributed tentative lists were refined.
