The meeting convened in Council Chambers at 8:40 A.M.
The January minutes were revised and will be presented again for approval at the February 16 meeting.
RIVERSIDE PARK
o 2008 Natureworks grant application – Since this application for playground and park improvements was rejected, Joyce Bond of CT Consultants attended to provide her insight for a second attempt, due March 1, 2009. Notable aspects of the original grant request that cost us points were:
The brick walk – this was not considered a new addition but rather support; also its cost was over half of the request.
The source of the 25% matching funds was not well documented.
o 2009 Natureworks grant application – Suggested improvements for going about composing a request for resubmit are as follows:
Separate out the individual aspects of the entire project and assign a price for each. This would include the playground equipment (3 swings, movable tunnel, drainage, and resurfacing), the brick walk (brick removal, new concrete base, relocation of walk to river side of playground, relaying of brick), removal and replacement of some timbers, and the building of the retaining wall. Joyce said she would e-mail these costs to Janna Lutz later that day.
Consider reducing the request to include just the playground equipment, drainage and resurfacing, moving the walk, and building the retaining wall.
The source of the 25% matching funds should be specific. If willing, the Jaycees must commit to dollar amounts for donations and in-kind services. If the Village is willing to contribute this money from discretionary funds, David Bloom would have to provide documentation and Mayor Brick would have to submit a letter assuring that these funds would be available.
Public input - Because organizing a design charrette or meeting (as suggested in the 2009 grant application guidelines) in time to meet the March 1 deadline seemed unlikely, it was determined that Beth Skeel and Anne deConingh would approach the preschools at the United Methodist, Federated, and Valley Lutheran churches for support. The distribution of flyers was discussed.
o Joyce Bond will attend next Monday’s meeting to present revised information for the request for resubmit.
VIEWING AREA OF THE HIGH FALLS BEHIND THE POPCORN SHOP
The lower part of the masonry wall is collapsing at the water level, causing stones to fall into the river and the development of a three-foot hole. Tim Lannon said he will have a structural engineer determine if the use of the platform should be restricted. Ben Himes said this project is a top priority and that the Village is proceeding under emergency protocol.
The meeting was adjourned at 9:40 A.M.
