STREETS AND SIDEWALKS COMMITTEE

The meeting was called to order at 7:30 p.m. by Chairman Janis Evans.

CLEVELAND STREET & MILL STREET SIDEWALKS

Mr. Lannon updated the Committee on the feasibility of sidewalks, the budget summary, and the Safe Routes to School Grant and suggested route.

After discussion, the Committee agreed to recommend that Mr. Lannon proceed with preparing plans, specifications, and bids for the construction of new sidewalks.

SAFE ROUTES TO SCHOOL

Mr. Himes explained that the Village can apply for additional funds with the Safe Routes to School Program; last year they received $31,000. Kathryn Garvey, from the Safe Routes to School Program, explained some of the specifics of the available funds.

Moved by Mrs. Lutz, seconded by Mr. Subel that we approve tonight’s legislation. The motion carried unanimously.

ACCESS REQUEST - 10 WEST ORANGE STREET

The request from Partners Environmental Consulting, Inc., on behalf of John Phillips, is a request for access from the Village to conduct sub-surface investigation activities in the right-of-way, including the sidewalk and/or streets on Orange Street and Main Street. Mr. Phillips, owner of Phillips Automotive, is currently conducting sub-surface investigation activities on his property as required by the State of Ohio Bureau of Underground Storage Tank Regulations (BUSTR). These activities are being conducted in accordance with the Ohio Administrative Code (OAC) known as the “corrective action rule”.

Moved by Mrs. Lutz, seconded by Mr. Subel that we approve the legislation regarding Phillips being allowed to bore in the right-of-way. The motion carried unanimously.

COMPREHENSIVE PLAN

There was no discussion.

NORTH STREET UPDATE

Mr. Lannon reported that the Village has applied for more money from N.O.A.C.A to go towards road replacement and resurfacing. This probably will not be considered by N.O.A.C.A. until January. A funding request from the Village for enhancement funds for brick replacement was not successful.

The meeting adjourned at 8:00 p.m.
