The meeting was called to order at 7:30 p.m. by Chairman Steven Patton.
OHIO WATER/WASTEWATER AGENCY RESPONSE NETWORK MUTUAL AID AGREEMENT (ORDINANCE NO. 2010-17)
The Committee, along with Mr. Himes, discussed and reviewed the specifics of the Ohio Water/Wastewater Agency Response Network, which is a network that is designed to share resources between its various members and to assist one another in the event of emergencies that disrupt utility services, which are primarily water and wastewater utility services.
Moved by Mr. Patton, seconded by Mr. Williams that we recommend to Council that we pass this legislation. The motion carried unanimously.
EMERGENCY GENERATOR IMPROVEMENTS PROJECT (ORDINANCE NO. 2010-19)
Mr. Himes said the Village has been awarded a $100,000 grant for emergency generator improvements through the Ohio Public Works Commission. This involves installing a new generator at the North Main lift station, replacing the generator at the control house on East Washington Street, and replacing the generator on Franklin Street. It is anticipated that the total cost of these projects will be $250,000, so the balance will come from the Water Capital Reserve Fund, which currently has a balance of just over one million dollars.
Moved by Mrs. Evans, seconded by Mr. Patton that we go ahead and endorse the emergency generator project. The motion carried unanimously.
WATERLINE REPLACEMENTS
Funding and updates were discussed for Solon Road, South Franklin Street, and North Street. No action was taken.
WATER AND SEWER RATES
Mr. Himes explained that three years ago they adopted a 3-year plan for rate increases in 2008, 2009, and 2010. Coincidentally, the City of Cleveland is also in a last year of their water rate increases. This most recent Cleveland water increase was 6% for this year. The purchase of Cleveland water makes up about 50% of our total water budget.
Mr. Himes said the Village’s policy has been not to pass rate increases after September so that people using water know what the rate will be prior to their January bill. They should at least try to keep up with their rate of inflation and depending on Cleveland’s timing he would like to have that information before projecting any long-term or extended rate increases. No action was taken.
