May 24, 2011

Also present: Jeff Snedeker, Ben Himes, John Brockway
In the audience: Craig Bauman, Shirley Ashby, Mike Carlton, Ellen Hunt, Bobbie Wheeler, Kathy Watterson, Jim Watterson, Betty Solether, Karen Kelley
The meeting was convened in the Village Hall kitchen at 8:33am.
MINUTES
Karla made a motion to approve the April 26 meeting minutes. Anne seconded the motion. The minutes were unanimously approved.
RIVERSIDE PARK
The meeting agenda order was modified to immediately address community concerns regarding the paving/installing of a parking lot in a portion of Riverside Park. The area in question is adjacent to the parking lot next to Cuff’s.
Anne relayed a conversation with the Mayor that she had had just prior to our meeting. The Mayor told her there are currently no funds available in the Village budget for any such paving. Ben commented there are not sufficient Capital improvement funds for the parking lot, unless Council places a high priority on the parking lot expansion. Currently, it is not on the Village’s Capitol improvement list. It was also noted the Parking Commission has not formally recommended that the green space be turned into a parking lot. Members of the community in attendance at our meeting, (specifically Mike Carlton), said they would feel better if the Mayor made a public statement regarding the matter. They fear something will be done without the community’s awareness or permission. Ben agreed to relay the request for a public statement the Mayor. Anyone interested in the issue should attend the Parking Commission meeting on Wednesday June 8 at 3pm.
Wobbly benches at the entrance of the park have been repaired.
The concrete pad/cover and water lines for the old drinking fountain will be completely removed when the new fountain is installed.
Regarding the playground, two replacement posts and one cap were sent, free of charge, from BigToys. The parts were received by the Service Department, and will be installed when time permits.
CHARTER REVIEW
The Parks Commission is not a “chartered body”. In fact, it receives only a small mention in Article 7. It was, therefore, determined unnecessary for the entire committee to attend the charter review meeting on Tuesday, May 31. Anne will attend in support of the group.
BEAUTIFICATION COMMITTEE
The Village urns were planted on Thursday, May 19th and bumpouts on Friday, May 20.
TRIANGLE PARK – July 4th
The issue has been raised whether the Antique Auto Show is a worthwhile event for the Village. Originally the event was intended to bring commerce to the Village, but that has proven not to be the case. In fact, it monopolizes valuable parking space. There is also the question of the cars being parked on the sidewalk and grass areas of Triangle Park; last year a sprinkler head was broken. Because the event has lost its support (Your HomeTown and The Chamber of Commerce), the organization must to go back in front of Village Council for “right-of-way” use of the sidewalks. It is suggested that Council recommend another venue for the event (ie. the parking lot on West Washington).
FALLS STAIRWAY
Art Kvacek and his Boy Scout Troop cleared the area of trash leading to the falls.
Regarding the power washing, it was determined there is indeed a water source nearby. Tod is asking his contact to quote power washing the stairs and landing leading to the falls. Jeff already has an estimate for comparison.
SERVICE DEPARTMENT
After much discussion regarding the protective barrier at the entrance of Riverside Park, it was determined impossible to mount stakes, and therefore a fence, into the flowerbed area. There is a sprinkler system installed around the interior perimeter. John is planning to meet with Brad Cain for possible options. John suggested using “anorexic barrels” (skinny, hollow posts) to erect a fence on the outside perimeter of the bed. His concern is that whatever is put there must be strong enough to withstand the influx of people. If it is too flimsy, someone could knock it down, or perhaps fall themselves.
The meeting was adjourned at 8:54am.
NEXT MEETING:
June 28, 2011 at 8:30am in Village Hall Council Chambers.
